A "bird" is just a feathered reptile. Anatomically, an alligator is closer to a chicken than a lizard.

It's an alternate timeline. She could have fins, feathers, whatever. An infinite number of alternate timelines.
If there were no K-T extinction event some dinos would still evolve to birds, some would evolve into something else, and just maybe, some would evolve to higher intelligence.

Some may have anyway...look at an Ostrich, or an Emu...tell me you can't see some velociraptor in those critters...

@GARDEN VARIETY SERPENT: Sorry I wasn't paying attention to the title of your post when I read it the first time. I think the point you're making that reptilian wasn't a good term for it. I agree but what she have said? Dinosauria? Dracohors? Not really sure but I think most uninformed people would just say reptiles maybe?

Maybe, like humans, these sapient dinos lost their "fur" (feathers) due to the increased heat production a high functioning brain releases. I imagine the head feathers are still intact as they would also serve as heat sinks (similar to human hair).
This would increase the amount of visible reptilian skin while keeping the feathered origins that we know dino's to possess.
